We've Always Done it This Way: Process Improvement and the Finance Office

Financial management processes often evolve over time. However, these changes can build in inefficiency, complexity, lack of standardization, and confusion. Speakers in this session will present how simple tools and strategies, like asking "Why?" can break a pattern of "we've always done it this way" and lead to effective process improvements. The session will also provide practical strategies for leading process improvement efforts, change management, documentation, training, and developing a plan for sustaining the change

Kevin Wachtel

Finance Director, Village of Orland Park

Kevin Wachtel has over 20 years of experience in local government management and finance administration. Mr. Wachtel was appointed Finance Director for the Village of Orland Park, starting in May, 2020. Previously, Mr. Wachtel served as Finance Director and Treasurer for the Village of Villa Park and served as a Trustee on the Villa Park Fire Pension Board. Prior to working in Villa Park, Mr. Wachtel served in leadership roles in other small and mid-sized suburban Chicago communities. Kevin earned a B.S. in Political Science and Master of Public Administration degree from Northern Illinois University. In 2011, Mr. Wachtel was recognized by the GFOA as a Certified Public Finance Officer. 

Mr. Wachtel has been active in the Illinois Government Finance Officers’ Association, where he is currently serving as Vice President of the Executive Board. He serves as chair of the Growth and Engagement Network, and served on the IGFOA Professional Education Committee and the South Metro Chapter board from 2005 – 2009, including President from 2007-2008. 

Jo Ann Giddings

Deputy Director Water Administration, City of Aurora, Water

I have worked for the City of Aurora for almost 15 years.  I have worked in both the City Finance Department as the Controller and the Water Department as the Deputy Director of Water Administration.  I also have experience as a Financial Statement Auditor.  I am a licensed CPA in the state of Colorado.  I have a Bachelor's degree in Accounting from Regis University.

Deirdre M. Finneran

Deputy Finance Director, Department of Finance, Fairfax County

Deirdre is currently the Deputy Finance Director for Fairfax County Government in Virginia. She has held various financial positions over her more than 20 years of experience with the County and Fairfax County Public Schools. Deirdre is a certified change manager and led the organizational change management efforts for the County and Schools transition to an ERP system in 2011. She holds a bachelor's degree from St. Bonaventure University and recently received the CPFO designation from GFOA.
